All Local Authorities MUST have a Named Lead Officer – as required by the National Protocol endorsed by DfES and ADCS.

The Protocol can be accessed via the following link - National Protocol

Excerpt from National Protocol regarding the requirement for a nominated Lead Officer -

The National Database of Leaving Care services and Lead Officers has twofunctions. Firstly it gives the contact details for lead officers as required bythe National Protocol; and secondly it gives operational contact details for Leaving Care services in case you need to locate a service to seek local advice or assistance when a young person moves authority.

Each authority will provide a named Lead Officer. This should be the service manager with accountability for the authority’s leaving care services, who:

  • Can be contacted in the event of difficulty and who will try to resolve any concerns reported about the service offered to young people;
  • Will contribute to monitoring of the protocol.
