The Department for Children Schools and Families (DCSF) are currently reviewing the guidance and regulations relating to care planning and young people’s transition from care. They are consulting on new draft regulations and guidance to streamline the guidance and incorporate new duties from the Children and Young Persons Act 2008. Once completed this single set of guidance will specify local authorities’ core duties to deliver effective assessment, planning, placement decisions and reviews for looked after children and support for care leavers.
The main aims of the Leaving Care regulations and this related Guidance is to make sure that care leavers are provided with comprehensive personal support in order that they can make a successful transition into adulthood.

Many regional Leaving Care Managers Forums will be discussing the guidance in the coming months, please contact your forum chair for dates and further information. The East region leaving care network are holding a special consultation day open to East of England and the East Midlands.

NCAS will be organising two consultation events with the DCSF around the planning for transition guidance
- North event - 10 March 2010 (provisional location Leeds - to be confirmed)
- South event - 12 March 2010 (provisional location London - to be confirmed)
