NCAS National briefing paper for Ministerial Care Matters stocktake
The first Care Matters Ministerial Stocktake will take place on 16 November 2009 - it is an opportunity to reflect on developments to date and identify priorities for the future. Drawing on the experience of the sector NCAS have prepared a briefing paper which provides an independent overview of how transitions support for young people in and leaving care is developing under Care Matters, as well as identifying further areas of improvement.
Over the coming year NCAS will use these findings and policy priorities to continue to promote improvement in outcomes for young people in and from care by supporting work at a national, regional and local levels. We also hope that this briefing will help inform the work of other stakeholders including national government, regional bodies and local authorities.

NCAS draws on the experiences of frontline services and young people in and from care to formulate our work to improve policy and practice. This briefing paper draws on practice from across England, NCAS policy and projects work and an issues gathering survey conducted through the regional leaving care forums.
The survey was based on the eight national leaving care standard themes and sought to identify positive developments since Care Matters and continuing issues and concerns. We received 25 responses from seven of the nine government office regions. Some responses were region wide and based on discussions held at regional leaving care managers’ forums or regional young people’s forums; others were from individual local authorities.
